NASCAR penalized Ryan Newman 15 points for his cars failing postrace measurements Sunday following the Southern 500 at Darlington Raceway, a penalty that could affect the 16-car field for the NASCAR Chase for the Sprint Cup.The penalty issued Wednesday dropped Newman from seven points to 22 points behind Jamie McMurray for the provisional final spot in the Chase heading into the regular-season finale Saturday night at Richmond International Raceway.Richard Childress Racing wont appeal the decision, the team said in a statement.Our rear toe settings were well within specs during prerace inspection, the team said. The car made contact with the outside wall during the race and there was clear damage to the right rear fender and tire.NASCAR has told us that the [measurement] standard is clear and the car must pass postrace inspection even if damage has been sustained.In addition to the points penalty, crew chief Luke Lambert was fined $25,000. NASCAR also penalized Kyle Larson 15 points and fined crew chief Chad Johnston $22,500 for failing postrace measurements, but Larson is solidly in the Chase thanks to a win.Larsons car wasnt as out of compliance of rear toe (skew) as Newmans, and Larson would have had a 10-point, $15,000 fine penalty if not for an earlier penalty this year for missing lug nuts. Newman already had been docked 10 points earlier this year for illegal brackets in March at Atlanta, but that penalty didnt kick in the NASCAR recurrence penalty clause because it wasnt considered as severe as the lug nut infraction.Newman though appears to be hurt the most. He now has had 25 points in penalties this year.Drivers get one point for every position plus a bonus point for leading any lap during a race and an additional bonus point for leading the most laps during a race. They get three bonus points for wins.The 16-driver Chase field is composed of the regular-season leader, then 15 drivers based on number of wins (as long as they are in the top 30 in points) with ties broken by points.There have been 13 winners this year, and all 13 are in the top 30 in points. That leaves three spots in the Chase provisionally open to winless drivers, with there being only two if a previously winless driver triumphs at Richmond.With the penalty announced Tuesday, among the winless, Newman trails McMurray by 22 points, Austin Dillon by 31 and Chase Elliott by 39.Pocono winner Chris Buescher has an 11-point cushion on 30th-place David Ragan. If he falls out of the top 30 and a driver who already has won a race this year wins at Richmond, there would be a fourth spot available by points. With the penalty, Newman has a 22-point edge on Kasey Kahne heading into Richmond for that spot.In other penalties issued Tuesday, Ryan Blaney was fined $1,000 for not wearing gloves at the start of practice Saturday.
